			<content:encoded><![CDATA[<p>Georgetown, Guyana: May 17, 2012 &#8212; This morning, as we perused the Guyana Chronicle, we stumbled upon the incoherent and veiled but threatening ramblings of Minister of Home Affairs, Clement Rohee. Rohee’s diatribe seemed to target members of the opposition whom he dubbed ‘Holy cows” or “Untouchables”. That this PPPC Minister of the Guyana Government felt emboldened enough to launch such a scathing and fiery; albeit confusing, attack on Guyanese citizens should be a major cause of alarm by all.<br />
This is a man, after all, in whom the citizens of Guyana [by proxy] have entrusted the nation’s national security. A man who was clearly culpible in the PPPC’s oft repeated protest control strategy of shooting live rounds into crowds of innocent citizens. Most recently killing 3 Guyanese citizens, who’s deaths today remain unresolved.</p>
<p>This is a man responsible for managing a largely under-educated, under-trained, underpaid police force which is often used to set-upon the citizens of Guyana as many of them troll daily for bribes, as they harass youths in African neighborhoods, as they openly cavort with criminals and as they engage in some of the most heinous acts witnessed in Guyana’s young history.<br />
If nothing else, Rohee’s letter in the Guyana Chronicle this morning proves his mental instability and all citizens should be concerned when one of the most powerful men in Guyana unleashes an angry tirade on their fellow man.</p>
<p>Minister Clement Rohee is a dangerous man, he is a danger to members of the opposition whom he targeted this morning and he continues to be a danger to the people of Guyana through his incompetent and compromised leadership. Citizens of Guyana who care about their lives and the lives of their children must stand up or forever live in fear of bullies like Clement Rohee. Bullies who have control of thousands of automatic weapons, bullies who have varied connections with the criminal underworld and bullies who are allowed to shoot live rounds at crowds of citizens with impunity.</p>

<p>Georgetown, Guyana: May 17, 2013 — On the heels of the firing of 21 low level government employees for alleged corruption, OVNN is calling on the PPPC government to lead by example and require that all PPPC Ministers subject themselves to the same level of scrutiny, suspicion and stress which low level employees within the Guyana Energy Agency were forced to endure by taking lie detector tests.</p>
<p>Apart from the fact that 95% of the workers who were forced to take the lie detector test were African Guyanese, many employees reported that they were asked questions which were political in nature. Some examples of the questions asked, “have you ever organized against the PPPC government?”, and “Do you support the PPPC government?” Employees also reported that the machine continued to malfunction during their tests and forced the novice administrator to continually stop and restart his testing.<br />
While OVNN would like to see all government officials tested, we have compiled a priority list of the PPPC politicians we believe to be most active in raping the country’s treasury and involved in other openly nefarious activity thus earning a top spot on our priority list. It is imperative that the following Ministers be tested immediately:-</p>
<p>Min Robert Persaud – Have you accepted multiple bribes from businesses looking to obtain licenses for various activities associated with mining? Do you routinely require local businessmen to support PPPC events with huge financial contributions or risk being locked out of contracts and/or be subject to the wrath of the Guyana Revenue Authority? Are your [secret] and privately held businesses enjoying lucrative contracts with the Government of Guyana?  Have you and your wife taken affirmative steps to engage in anchor baby fraud by ensuring that your wife give birth to your children in the United States?</p>
<p>Irafaan Ali – Have you accepted bribes / kickbacks from multiple developer cronies to whom you have allotted thousands of acres of land belonging to the Guyanese people only to have it resold to them at exorbitant rates which most Guyanese citizens cannot afford?<br />
Priya Manickchand – Were you able to acquire 6 homes from the proceeds of corruption?</p>
<p>Ashni Singh – Does your position as Finance Minister, NICIL board member and your wife’s position on the Audit committee allow you significant and convenient access to state funds which is used to fund private investments which belong to your cronies from whom you and your family receive significant kickbacks?</p>
<p>Kellawyn Lall &#038; Clement Rohee – Did either of you contribute in any way to the alleged ‘suicide’ of your wives?  Mr Rohee, was your US visa revoked because of your involvement in criminal activity? Mr Rohee, did you give the order for police ranks to fire upon a crown of innocent protesters in Linden, resulting in the deaths of 3 innocent Guyanese citizens.</p>
<p>Dr. Berry Ramsaran – Do you have a history of sexually molesting under aged girls?</p>
<p>Leslie Ramsammy – Did you work directly with Roger Khan in his nefarious drug dealing, phantom squad running, reign of murder and mayhem in Guyana?</p>
<p>Seeralall Persaud – Do you enjoy a lucrative personal relationship with one of Guyana’s wealthiest narcotic traffickers? Have you accepted money and other inducements from this narcotics trafficker with the initials PD?</p>
<p>President Ramotar – Were you ever involved in coordinating anti-national activities like burning of cane fields, and coordinating attacks on the government of the day leading to the murder and death of many. Did you look the other way when lucrative Guysuco contracts were awarded to a personal friend of the former President of Guyana who is now awaiting sentencind in a 50M USD mortgage fraud scheme?</p>
<p>Anil Nandlall &#038; Pres. Ramotar – Do you [both] have any ownership interests in the Sleepin Hotel on Brickdam? and if yes, did the hundreds of millions of dollars required to invest in such a property come from illicit proceeds of corruption?<br />
Ronald Gajraj – Did you work with Roger Khan to orchastrate the murders of more than 400 young Guyanese males in extrajudicial killings? Was your US visa revoked?</p>
<p>In the interest of expediency, OVNN respectfully submits this initial list for review and testing. We are confident that since the PPPC government of Guyana is so willing to impact the lives of low level Guyanese citizens in the interest of fighting corruption, they will be more than willing to lead by example.   OVNN and the citizens of Guyana anxiously await confirmation of the lie detector testing of these current government officials and along with the people of Guyana we look forward to a public airing of the results.</p>

<p>GUYANESE have long dreamed of harnessing their powerful rivers for hydroelectricity. Instead, they rely on imported oil for intermittent and expensive power. Now the government wants to move forward with an $840m project at Amaila Falls, deep in the forested interior. At full capacity of 165MW, it could supply more power than Guyana’s present needs.</p>
<p>The lead developer is Sithe Global, part of the Blackstone Group. Sithe wants a guaranteed 19% return on its equity stake, and plans to start construction this year. China Railway First Group signed an engineering contract in September. The China Development Bank will lend most of the money. The Inter-American Development Bank has been asked to chip in $175m; the World Bank was initially involved, but has pulled out.</p>
<p>Amaila’s supporters point out that it will flood less than 55 square km (21 square miles). No villages will be displaced and little wildlife will be disturbed. Guyana would no longer rely on fossil fuels for electricity. After two decades, ownership would pass to the government, construction costs paid off.</p>
<p>Opponents worry that clean electricity will not come cheap. Guyana Power and Light (GPL), the state-owned electricity company, will pay about $100m a year to the Amaila consortium. Electricity bills are unlikely to fall (three people were killed last year in protests over electricity charges). And Amaila’s power may not be reliable. The El Niño weather pattern can bring a year-long drought. In normal years, the plant will run below capacity between October and April. GPL will have to pay for backup thermal power. The IMF has urged “careful consideration of the [financial] risks”.</p>
<p>Plans to build Amaila date from 1997, though Sithe only got involved in 2009. The estimated cost has risen steadily. An access road is unfinished. There is as yet no economic feasibility study for the project; when completed, the study will remain confidential, as is GPL’s outline power-purchase agreement. Opposition parties complain that the government is being “secretive” about Amaila. On April 24th they blocked funds for a government equity-stake in the project. If Amaila is as beneficial as its backers claim, an open debate might generate broader support for the project, and cut its $56m bill for political risk insurance.</p>

<p>Like clockwork and tin soldiers, the purveyors of “the great Burnham flour conspiracy against Indo-Guyanese” will appear with their “Burnham made Indians suffer” message of victimization, in response to any attempt; serious or otherwise, to reminsce, educate or discuss LFSB’s accomplishment during his time in office. It is sometimes incredulous, how well timed the interventions are and, the interventions are frequent and varied. They often come from the most ‘outwardly’ rabid ‘anti-PPPC critics’ and expectantly from the most loyal PPPC supporters, but come they do.</p>
<p>And so, in the past twenty years, no real serious intellectual discourse on Burhnam and his accomplishments have been allowed into the social sphere. By and large, the anti-Burnham cabal of mostly PPPC Jaganites and their media agents have been successful in intimidating the PNC party, Burnham family members and former Burnham associates; Indian or non-Indian from sharing their experiences and or documenting for history, Burnham’s goals, challenges and shortcomings. The alleged destruction by bonfire of most of his videos archived in the custody of the government at the dawn of this much heralded democracy by well known PPP apparatchiks would have been the first salvo in this vicious plot to destroy the public record. However, with the usual overconfidence which accompanies a successful and devious plot, they overplayed their hand by unfolding their evil plan to foil LFSB’s recognition by the South African government.</p>
<p>The most disgusting assumption in the “great Burnham flour conspiracy  is that only Indians suffered from the Government’s banning of a wide list of food imports. To hear the purveyors of the victim theory tell it; roti was the only product made with flour at that time in history. In fact, they are adamant that Burnham’s banning of flour impacted only Indians. Sadly the perspective, often advanced by the PPPC race-baiters like Jagdeo, Ramotar, Nandilall &#038; Persaud, is not only understandably simplistic, but it ignores the fact that all other Guyanese ate roti, and bread, and pastries, and pasta and all the other foods derived from flour.</p>
<p>What is so often missing in these innane interventions is a recognition of the fact that the options available to Guyanese people at that time was not Socialism v Democracy; it was Burnham’s Socialism v Cheddi’s Marxism-Leninism, both options despised by the Western powers that worked against Burnham’s economy, the same way they would have worked against a Cheddi Jagan Maxist-Leninist economy. So at that time in history, Guyanese were destined to be subject to the effects of Western economic sanctions resulting in foreign exchange shortage and thus the banning of a wide range of food items. Further, what the PPPC will never admit is that Cheddi Jagan give his blessing to the banning of the food items which both leaders believed could be produced locally in Guyana [or at least substitutes].</p>
<p>What is even more clear is that all people of Guyana paid the price for Guyana’s economic estrangement from the West. In fact, it was the new PNC government of Desmond Hoyte that introduced reforms like the Economic Recovery Program which opened up the markets and returned the country to a Democratic political and more acceptable Capitalist economic system.  Today of course, one expects the crass, largely uneducated PPPC minions to spout the party line ‘flour victimization’ theory in order to shore up its support base, but what one finds inexcusable is that relatively intelligent people who should know better, who should be more intellectually curious continue to allow themselves to be bombarded with such a grossly ignorant and racist perspective.<br />
Thankfully, this recent, egregious attack against Burnham’s legacy, coupled with the benefit of social media communication channels have allowed supporters of Burhnam’s legacy another medium to have their say; and have it they do. The truth is finally beginning to see the light of day as more and more Guyanese citizens step forward to share their truths and as more young Guyanese read various perspectives for themselves and realize the backward propagandistic drivel they are continually fed by PPPC minions in Guyana. The shades have been lifted</p>

			<content:encoded><![CDATA[<p>ROAD TOWN, Tortola, VI &#8211; In 2010 some seventeen (17) persons were ordered deported from the Virgin Islands (VI), according to the Immigration Department 2010 annual report. This report was laid on the table of the House of Assembly at the third sitting of the second session of the second House of Assembly of the Virgin Islands on October 9, 2012 by Minister for Immigration and Premier Dr. the Honourable D. Orlando Smith.<br />
According to the report, a deportation is described by law when a person other than a person deemed to belong to the Territory has landed in the Virgin Islands and it shall come to the knowledge of the Governor that such a person has landed or remained on the Territory contrary to any provision of the Immigration and Passport Ordinance.</p>
<p>It’s a preferred directive when ‘criminal non-belongers’ are convicted in the criminal justice system for any criminal offense in the Territory punishable by  three (3) months or more according to the report.</p>
<p>Reasons for Deportation</p>
<p>Of the seventeen (17) persons, who were ordered deported from the VI, some of them remain in the Territory and their cases are pending appeal while others have departed the VI before being served with the Order.</p>
<p>Some of the “criminal non-belongers”  have allegedly committed offense of harbouring criminal fugitives, theft, traffic offenses e.g. giving false names, undesirable, drugs, illegal entry, murder, weapons and rape, to name a few of the offenses.</p>
<p>Virgin Islands Stop List</p>
<p>Meanwhile, the 2010 Immigration report laid before the House of Assembly named five (5) persons who are on a stop list- meaning that they are prohibited from entering the Territory because they were convicted in the judicial system of the Territory or in any foreign jurisdiction.   They are described as “criminal non-belongers”.</p>
<p>The five (5) names on the stop list are;</p>
<p>Guzman, Joan Manuel from the Dominican Republic &#8211; out of Territory;<br />
MCCoy, Waren Kwame Eusi from Guyana – out of the Territory;<br />
Severino, Hector Rafael Sierra from the Dominican Republic &#8211; out of Territory;<br />
Wallace, Gary Anthony of Jamaica &#8211; out of the Territory; and<br />
Williams, Terrence Austin of St. Kitts-Nevis, who was convicted in a foreign jurisdiction.<br />
The Immigration Department also complained again about inadequate staff with a total of 69 authorized posts, however, currently with a staff of only 50 officers/personnel.</p>
<p>According to the report, the mission of the Government run Immigration Department is to ensure that all non-belonger (persons who do not have a certificate of Residence, Belonger Status or Naturalization), entering the Territory, qualify as desirable visitors and that their residence, employment and business activities are monitored, regulated and controlled, while at the same time providing professional and courteous services.</p>
<p>The Chief Immigration Officer is Dennis Jennings and the Deputy is Guy-Michel Hill.  The post of Chief Immigration Officer is a government job with a salary of $62,900 &#8211; $92,150 in grade 17.</p>
