Top Cop refuses to comment on fire suspect’s torture

Police Commissioner Henry Greene deferred questions about the police investigations into the alleged torture of West Ruimveldt resident, Troy Small called Cats, by members of the security forces. The Commissioner however maintained that although Small has been released on station bail he is still a suspect in the Ministry of Health arson. “He’s not under police guard; all persons are suspects until we clear this matter up because we are working with whatever evidence comes our way.”
The Commissioner said, “We’ve had a pronouncement from Dr Luncheon on this matter and I think we should live with that pronouncement.”
Dr. Luncheon, the Head of the Presidential Secretariat (HPS) and Secretary to the Defence Board, had stated that he was awaiting a report on the matter. He also promised that the report would be made public.
However, it was pointed out to Greene that President Bharrat Jagdeo had previously indicated that the Police Commissioner is mandated to speak on matters relating to the Force. Greene did not budge.
“You’re forcing me to comment after HPS, he has pronounced on behalf of Office of the President on this matter. Let’s wait on the results of the investigations which he spoke about,” the Police Commissioner stated.
Small related a harrowing tale of being picked up on Mandela Avenue by the men and being dragged along the road all the way to the Le Repentir Cemetery where he was badly beaten.
He recalled that he was with a friend when three men, one of whom was dressed in what appeared to be army uniform approached them.
Yesterday when asked if the persons in custody for the arson were roughed up or tortured into signing confession statements, the Commissioner said that based on reports from his Crime Chief all of the persons were photographed before and after, and from that he has seen no sign of injury on any of them.
The Commissioner also said that the suspects all signed statements voluntarily and noted that “if it is signed involuntarily (those statements) would be improper and inadmissible in any court of law.”
